The Fund has achieved its objectives of improving recycling performance across London and stimulating a more sustainable and coherent approach to waste management and recycling in the capital by encouraging:

  • a broad and inclusive partnership approach, fully incorporating the public, community and private sectors
  • leverage of private sector capital for infrastructure projects supported by public sector operational expenditure
  • a more consistent, strategic approach to recycling across London public education and participation in waste minimisation and recycling schemes
  • the development of technical and project management skills among local authority staff
  • sharing and promotion of best practice together with the cost benefits of volume procurement.

Conclusions
The achievements of the Fund to date have clearly demonstrated the benefits of an integrated, inclusive approach to managing London’s waste and recycling. The impact of a relatively small injection of public sector funding has levered further significant contributions towards infrastructure development from the private sector. This has been supported by public sector expenditure to operate the facilities and the community sector.

Any future Fund should recognise the clear strengths and effectiveness of the London Recycling Fund mechanism. This proven model could be developed in the future by applying similar principles to funding the recycling of all London’s waste streams, including business waste.
